new medical colleges in up required or not ??

As we know that state government of up is opening many new medical colleges in uttar Pradesh and government has set a goal to open 75 new medical colleges in uttar Pradesh in next few years. 1 medical college in each district. 

But the question which arises here is that ,can these new medical colleges can provide all the required facilities to the students or not ? 

In my opinion govt has to focus on quality rather than quantity in medical field...
